Could the International Criminal Court arraign Binyamin Netanyahu?

.Israel's government is actually concerned that the International Bad Guy Court (ICC) in The Hague are going to release detention warrants versus senior Israeli authorities in regard to the battle in Gaza. Those under suspicion could include Binyamin Netanyahu, Israel's prime minister, members of his cabinet and also generals in the Israel Protection Troop. The ICC has not stated it is considering such a move. Yet Mr Netanyahu felt the threat significant enough to condition on April 30th that any type of warrant "would be a flare-up of famous proportions". The ICC's chief prosecutor, Karim Khan, warned that threats to "strike back" against the court might weaken its impartiality. On what premises would the ICC concern such warrants, and what would be the repercussions?
